The dielectric constant is used as a measure for the cure of wire coatings. To obtain the dielectric constant a coated wire sample (12 inches long) is placed in a mercury cell. Using a capacitance bridge a reading is taken between the wire core and mercury. If the reading is within specification, it is assumed the whole reel is the same.
