The paper or foil web 1 is wound up on reel 2, whose lateral extensions 6 accommodate freely rotatable drive pulleys 3. Drive pulleys 3 rest on drive rollers 4. A slipper clutch 5 is provided in the force flux between drive rollers 4 and reel 2. The weight of the empty reel is such that the web tension is roughly the same at the start and the end of the web reel. In the absence of drive pulleys 3, the lateral extensions 6 of reel 2 rest directly on drive rollers 4 so that their contact lines act as a slipper clutch 7. In lieu of drive rollers 4, a hollow shaft may be used which is freely rotatable on drive axle 8, with the support faces of the hollow shaft on axle 8 acting as a slipper clutch.
