The present system is directed to a voice/data "multiplexing" arrangement wherein digital data is transmitted over telephone lines by inserting it during natural conversational pauses in a voice transmission. This reduces billing fees to the transmitting company, since considerable amounts of data may be transmitted during such pauses in normal conversation. In addition, it has other advantages over more conventional approaches which may transmit both voice information and binary data information on the telephone lines. Such conventional methods digitize the voice communication and then multiplex it with the data communication. However, such digitizing of a voice communication requires much wider bandwidth telephone lines.
