Operating systems which manage virtual address spaces must efficiently utilize the real main storage. Recognizing that each user may have a virtual address range which is larger than the real address space, it is possible that the real storage is overcommitted, perhaps by each user and certainly by the combined effect of all users. Since storage is a key resource in an environment, to under-utilize it is wasteful of the resource and to over-utilize it can severely degrade system performance due to high paging rates. One management technique used by operating systems is to maintain information about the size of the working set of each user.
