Described is a SCHEDULER PROCESS decomposition and implementation for a multiprogrammed operating system using multiple-level interrupt controller hardware. The resulting system integrates hardware and software functions to achieve a system which (1) is completely interrupt driven, (2) preemptively allocates the CPU to the highest priority process, (3) allocates available shared resources to the highest priority requesting process, and (4) is attractively efficient (low overhead and increased performance).
