An electrostatically driven liquid bubble system 10 contains a thin layer 12 of a dielectric liquid sandwiched between a transparent plate 14 and a second plate 16 which may be either transparent or reflective. A dielectric solid or another dielectric fluid which is immiscible in the dielectric liquid layer 12 is introduced in small quantities to form bubbles or spots 18. Electrical conductors 20 and 22 are positioned as shown on plates 14 and 16, respectively, to provide an electrostatic field. Alternatively, the conductors may be positioned on the inside of one plate only.
