Multilayer ceramic (MLC) fixed layer substrate design comprises from a plurality of interconnected layers which are primarily divided into two sections, top and bottom fixed layers. These fixed layers remain standard for all modules of a similar design. The fixed layers provide a means of communication by using redistribution and a grid configuration of filled vias between devices, power distribution and I/O pins that, when merged with personalized intermediate layers, will result in a complete substrate and module design that satisfies a user's particular needs.
