A substrate voltage generator is capable of producing a DC voltage level below minus five volts when supplied with a positive DC voltage of five volts. The generator includes two capacitors and a switching network that is controlled by a clock signal having a waveform that periodically shifts between a high and a low voltage state, as indicated in Fig. 1.
