This paper describes a system and method for detecting, recording, and reporting traffic violations using close proximity vehicles. A computer and program product are installed in a vehicle and camera, distance/obstacle detection and GPS systems commonly found in vehicles allow the recording of unsafe driving practices which can be recorded and sent to local law enforcement.

     Traditionally, law enforcement agencies use methods such as radar and laser to detect and record speeding violations. Cameras equipped with radar and enclosed in portable units are also used along areas of frequent violations or high incidents or accidents. These stationary cameras attempt to record the license plate of cars exceeding a predefined threshold of speed and the cameras are precisely timed and tuned to be able to capture the license plate of the car exceeding the speed limit. The violation is then logged and a ticket is mailed to the person in violation. These stations are expensive and can only capture violations in one area at a time. They are not easily moved and are easily averted since they stay in the same area for some length of time,
i.e., people learn the station's location, and slow down when travelling past the camera. There are some known scenarios where commercial transport companies have put a monitor in the vehicle itself, where it would self-report violations. The problem with this is that there are privacy issues with employee/employers and there is the ability to circumvent the monitor if it is known to the employee. Due to the impracticality of increasing law enforcement to handle such traffic violations, a pervasive and mobile method is needed to enforce traffic speeding laws which does not require additional police officers.      When a vehicle is in forward motion, the laser determines the speed of objects traveling behind the vehicle and takes into account the current speed of the vehicle. The laser has either a range of motion so as to detect other vehicles off center (to the right or left) or multiple lasers pre-angled. This datum is constantly sent to the computer program product. Similarly, the GPS coordinates are constantly being sent to the computer which has either 1) a local database of known speed limits associated with particular roads and segments of roads as defined by a authoritative government source or 2) a wireless radio link which is providing the same information in real time. When the computer program detects a speed violation based on the GPS receiver and database of speed limits it takes a photo of the speeding object with the backup camera recording the speed of the object, time and GPS location. The program can send of the photo to local law enforcement based on driver preferences. The method of delivery can be delayed if desired. The driver of the vehicle may allow the program product to automatically send in the reports over, for instance, a wireless cellular network or hold them in computer memory and batch them as desired.
