Strategies to hand off phone calls between cells typically are optimized to maintain phone calls. A call can be maintained at any point in a cell without degradation of service, but high speed data features often support higher data speeds near the center of a cell than on the fringe. With new higher speed data services being offered, new strategies must be devised for handoff that maintain the optimum data rates as long as possible.
