Physical IO adapters can be virtualized by an IO server OS and shared among multiple guest OS's. The guest OS's would compete for DMA mapping resources which might be over committed by the IO server OS. A method is provided to prevent monopolization of resources by a single guest OS and also to assist in coordinating use of the resources. The method establishes limits that guest OS's may not exceed and provides warnings when limits are approached.
