Disclosed are a system and method for determining a relative safety factor of a road at any given segment of time based on information about the other drivers on the road at that time, including associated driving records, accident history, and driving behavior. In addition, the method predicts the relative safety factor of a road in the future based on the drivers that typically drive on that road during a specific day of week and time of day.

Currently, it is difficult to dynamically determine the driving risk of a road at any given time. If an accurate measure of the risk is known, then adjustments can be made to the route or driving behavior to drive in less dangerous conditions.

The novel contribution is a system to dynamically evaluate road risk level based on the other drivers on the road. The safety records of drivers on the road, when combined with the static factors (described in the prior art), provide a complete description of road safety. Accurate determination of the safety of a road is useful when applied to many

existing technologies, such as Global Positioning System (GPS) routing and automated driving.

In addition to the static public record of a road (e.g., number of accidents, fatalities, etc.), the system can use dynamic information such as another driver's accident history or driving habits (taken from a registry or insurance company information) and current speed and behavior.

The technology already exists to track which drivers are on the road. License plate scanners at toll booths and police cars already have the ability to identify a car's license plate registration, and therefore, the driver of that car. GPS technologies also can track the location of a car.

Personal identification information should not be tied to the data tracked about driver's history and habits for privacy issues.

Using these dynamic factors combined with systems and methods for providing a safety score associated with a user location*, the system determines the relative safety factor of the road at any given time.

With this factor, GPS route planning can provide safer travel routes, which may not be
