Different parties on a blockchain can discern and infer activity of other parties - even if the contents in the blocks cannot be known - by such factors as the amount of transactions on the blockchain, the number of blocks, and the timing between the blocks.
The novel contribution is a method that permits random or event-derived 'stuffing' of information in transactions, blocks, and timing changes to deter this. The novel method permits the increase or decrease of blockchain usage either to meet a set, 'smoothed' pattern, or randomly occur. To ensure strict regulatory, legal, and law enforcement compliance, such 'stuffing' is locally recorded and is available for inspection by duly- authorized regulatory parties either post-fact or in real-time.
